Cycling: West Belconnen Concept Plan

West Belconnen Concept Plan is found in the Territory Plan. Cycling is not mentioned all that often in the Territory Plan. Here are the extracts for West Belconnen.

What is found regarding cycling in the West Belconnen Concept Plan is hardly worth mentioning. This paragraph appears to be what is put in a concept plan when the author has nothing to say. It is unlikely to produce a good outcome for active travel…

But in this case it did. West Belconnen is otherwise known as the Ginninderry estate, which is made up of the suburbs of Strathnairn and Macnamara.

It appears the Territory Plan does not correlate well to good outcomes for cycling. Just because it is in the Concept and Territory Plan, does not mean that the cycling infrastructure will be built. Good examples include Flemington Road Corridor, Macgregor West, and Casey.

With Ginninderry estate something interesting has happened, despite the concept plan being rather colourless, the estate continues to show good outcomes for cyclist.

Questions

Does that mean that good things are done because of the developer and despite of the Territory Plan? Do good and bad outcomes simply depend on the developer?
