Considering the Territory Plan is a statutory document and the rule book for development in the ACT, one would expect the information contained in it is correct. Unfortunately, our trust in the Territory Plan is misplaced. The Territory Plan is often outdated and misleading.
Molonglo has only 5000 residents currently and the traffic chaos might lead us to think it cannot get much worse. Molonglo is at the beginning of a rapid growth spurt and for the next decade the congestion will grow rapidly.
The city is planned and then built. Only now do we see what was envisioned in the 2004 Canberra Spatial Plan.

The Molonglo Valley is not flat and that is well known but it does cause problems. In Molonglo 3, on the north of the river, the gradients can be a challenge.

The 2020-21 ACT Budget is a year late and contains little that was not made public before the 2020 ACT Election. 2020 was a special year and the budget has finally caught up. Hopefully, the budget for the year 2021-2022 will bring more investment in cycling.
